Preheat oven to 350 degrees. Line cookie sheet with parchment paper.
Beat butter, peanut butter, and sugar in a stand mixer until well combined and smooth.
Add egg, vanilla, milk, and red food coloring. Beat on low
In a separate bowl, combine dry ingredients (cocoa, flour, baking soda, and salt).
Gradually add flour combination to your mixer, and beat until well combined.
Now that your dough is prepared, form small balls. An ice cream scoop is a great tool to help form balls, if needed.
Place white sprinkles into a bowl. Roll formed dough balls into sprinkles and place on your prepared parchment-lined baking sheet around 2 inches apart.
Bake for 8-10 minutes. While cookies are baking, unwrap your Hershey Kisses.
Once cookies are done baking, immediately place an unwrapped kiss in the center of each cookie. Let cool.
